The Product Contact Point (PCP)
Each EU Member State has a Product Contact Point (PCP) set up to ensure that the principle of “mutual recognition” is duly applied.
The Product Contact Point (PCP) is established in application of Regulation (EU) No 2019/515 of the European Parliament and of the Council of 19 March 2019 on the mutual recognition of goods lawfully marketed in another Member State.
In France, the PCP is part of the Directorate General for Enterprise (DGE), a department of the Ministry for the Economy and Finance.
What are its assignments?
At the request of an economic operator or an authority of another Member State, the PCP provides, within fifteen business days, national information on:
- the principle of mutual recognition and its application
- the technical rules applying to the products which it wishes to place on the national market
- the contact details of the competent authorities including the particulars of the authorities responsible for supervising the implementation of the relevant national technical rules
- the procedures for prior authorisation when applicable
- the remedies and procedures available in the event of a dispute between the competent authority and an economic operator
- the national transposition and implementation of Union harmonisation legislation applicable to products.
Thanks to its contacts with the Product Contact Points of the other Member States of the Union, the PCP can also facilitate the access of French exporters to the technical regulations of these Member States.e remedies and procedures available in the event of a dispute between the competent authority and an economic operator
